Concord Action Statement on Senate Budget Resolution

WASHINGTON, D.C. – April 21, 2026: Concord Action Executive Director Carolyn Bourdeaux issued the following statement on a new budget resolution that U.S. Senate Republican leaders proposed today:

“As Senate Republican leaders today unveiled a budget resolution specifically designed to produce a reconciliation bill to fund programs that they can’t or won’t fund through the regular legislative process, it’s important for leaders on Capitol Hill to stand up and demand that new spending in the budget resolution be paid for — and not just heap more debt on future generations.

“Reconciliation is not intended to be a substitute for the appropriations process. Its fast-track mechanism was designed to facilitate tough choices to reduce the deficit, certainly not add to the national debt.

“As our national debt approaches a staggering $40 trillion, we’re getting dangerously close to a major fiscal crisis that will devastate Americans’ ability to maintain their standards of living. If we don’t start paying for what we’re spending, it will become even harder for Americans to buy homes, pay for college, and make ends meet.

“Congress should take this moment to reinstate the so-called ‘Conrad Rule,’ which ensures that all reconciliation bills reduce the deficit — not add to it. It’s long past time to restore integrity to the budget process.”
